With reference to your letter of the 1st November
(30042/27) respecting Hong Kong passenger certificates,

I am directed by the Board of Trade to state, for the
information of Mr. Secretary Amery, that they think it
probable that the Commonwealth Government. having agreed
to recognise the certificates for the "Changte" and
"Taiping" pending the issue of the Order in Council under
Section 284 of the Merchant Shipping Act, 1894, will be
prepared to continue the recognition of the certificates
for those vessels after the date of the issue of the
Order. It will in any event be necessary to notify the
Commonwealth Government as soon as the Order in Council
has been made, and the Board would propose that the
opportunity should be taken to inform them that the
